What's the interface config on R3? You'll prolly have to use a tftp-helper
address to get the router to resond to the tftp request via a broadcast
address. Or use DHCP to give R1 an IP address and parse option 150
(tftp-server address) to R1 to indicate where R1 can download an image from.
Not sure if option 67 (Bootfile-name) would be accepted by a Cisco router,
to parse the IOS image file name.
