BCP for ospf neighbor configuration on NBMA Network

Hi groups,

Anyone know this BCP, Normally, if one router requires a static neighbor command, the other end not require a neighbor command, as I rechecked with resources,one of resource, recommend to configure neighbor on both end of routers.

Moreover , I used to encounter the problem OSPF adjacency of NBMA mode is not formed (I already waited for 3-5 min), if i enter neighbor command only 1 side. (Note . This is Dynamips environment).

I also have log , when i use " debug ip ospf adj"

*Mar 1 00:18:01.887: OSPF: No full nbrs to build Net Lsa for interface Serial1/0

So I confuse for this Best Common Practice.

Anyone know please clarify .
