Do you think it's strange that DRP is stuck in the Network

The Http management config and SNMP and the rest
make sense. Management means monitoring and/or
adjusting the network.

DRP is just so much into mechanics of the machines.
The basic DRP config is in the application section.

I don't understand why the boomerang support goes into
network management.

We can argue NetFlow should go into network management
instead of a stand alone section.

ip accounting is such a thin layer, I can accept it
goes to either way network management or application.

There are 33 sections now, about 2 dozens are related
to R/S , it will be very hard to find things if not
organized right.
