There is an undocumented (at least I can't find it documented) command
under the VLAN interface; autostate.

The following works on the 18xx series running 12.4(11)T2 (not sure
about any other platform or code version).

Interface VLAN1
 no autostate

That will stop the VLAN interface from tracking the physical port state
and make it stay up.
