I think the issue in due to NTP packets not passing one of validity tests.
If we have only "ntp peer x.x.x.x" command on two routers, "debug ntp
valid" shows the following.
.Oct 16 01:49:13.519: NTP: packet from 10.1.1.2 failed validity tests 20
.Oct 16 01:49:13.519: Peer/Server Clock unsynchronized
According to RFC 1305 "Test 6 _(0x20 - added by me)_ requires the peer
clock be synchronized and the interval since the peer clock was last
updated be positive and less than NTP.MAXAGE."
For validity tests there are some bits of useful info here.
