Both CHAP and EAP can use either a local database, or RADIUS.

For EAP, the default behavior is to use radius, but the command ppp eap
local enables using a local database.

For CHAP, the default behavior is to use a local database, but with the
following commands it can use a radius server:

aaa new-model

aaa authen ppp default group radius
or
aaa authen ppp ccie group radius
int virtual-tem1
  ppp authen ccie
