From what I gather, this is the expert certification for the CCDP track.
If you go to
http://www.cisco.com/web/learning/le3/le2/le37/le5/learning_certification_ty
pe_home.html
You will find the expert track is missing from the pyramid on CCDP.

The expert track is there if you click on CCIP, CCNP, CCSP, and CCVP.

I don't see the new certification as better than a CCIE but equal. It all
depends on the industry recognition
on the new cert.

I wish, from what I hear it will require you to have 3 CCIE's for an
opportunity to sit on the Design board. I doubt they will accept the 1/3 of
the way there argument from me. Though, I wouldn't doubt if a couple of guys
from work went for it.
