Actually I think Antonio is right on the money because I had another
candidate RP advertising the 239.0.0.0/8 but you still only saw a
(-)239.0.0.0 mapping for the other RP when doing a show ip pim rp
mapping.
So effectively the one router that was denying the 239.0.0.0 was
overriding the other routers advertisement.
