To clarify, neighbor statements must be used when either the physical
media does not support broadcasts (no broadcast on your frame maps) OR
when the OSPF process believes that the physical media does not support
broadcasts (due to the network type).
So, there is a dependency on both portions (layer 2 mapping and layer 3
configuration).

non-broadcast configuration more so than the type of interface (pt-to-tp
vs multi sub), correct? Where all non-broadcast requires neighbor
statements...
