PAK_PRIORITY is internal to the router only, it's used for QoS on and entry
to the internal bus/switch-fabric.
And it's not for all IGPs, it differs a lot per platform. Some platforms
don't give PAK_PRIO to ISIS, others intricacies exist as well.
Even if you dedicate 100% via max-reserved-bandwidth then still some
bandwidth will be available, just execute a show interface and verify the
available bandwidth (left over from what is consumed by the service-policy).
