Beware that the FTP Server feature was removed from the IOS:

You still may see it depending on your IOS/plaftorm.

What a pity since it was very good to understand the Active/Passive FTP
modes of operation.

 note: You have to use a login info; my method is first creating a dummy
session for the sniffing the ftp commands at server side, when the router
send its default username and password, I use this login/password to an
account at the ftp server.
