If you had a look at the Auto-RP aspect, they often refer the MA as an
RP also, except if it's valid to think that MA's and BSRs are also
Rendenvouz Point in some sense, that all the multicast routers look up
to them for valid RP information, meanwhile one RP announces, the other
RP discovers. No wonder you have send-rp-announce and
send-rp-discovery. To be honest, I can't convince myself to think in
this line of thought
Step 11
ip pim send-rp-announce {interface-type interface-number | ip-address}
scope ttl-value [group-list access-list] [interval seconds] [bidir]
*Perform this step on the RP router only.
Step 12
ip pim send-rp-discovery [interface-type interface-number] scope
ttl-value [interval seconds]
*Perform this step on the RP router only.
Another way to view this will be that, while writing the documentation,
they wanted to get across that, those particular steps of command could
only be done on RP and MA/BSRs, that you can't configure them on other
Multicast routers in the domain. Ofcourse you know you can configure RP
and MA/BSR on same router. But then, they should have been more explicit
to explain this.

As far as i know you are right. Instead, if you want your RP and BSR to
be
the same router, you have to configure both on the same router.
