I presume you have a DHCP server in place to give the router an IP address?
Off the top of my head I'm a little rusty but it's either a broadcast to a
tftp server like you suggested or parsing a tftp server a dhcp lease option.

Try searching for auto-install there are two commonly known ways, both
should be known for the R&S lab. One deals with auto-install over F/R the
other over Ethernet.
