Yup, need to check all the values. High values in Q count could indicate a
problem like congestion. I have noticed RTO of 5000 on eigrp stub routers when
all is well.

  In general, i have noticed that EIGRP's RTO defaults to 5000 when adjacency
is formed via a logical interface such as Tunnel interface.
