I just explained... You decide roughly when you want to take the exam and wait some 35 days before the exam date. You start opening CCIE page every day, perhaps few times a day, and there will be available dates for +/- 10 days of the date you want. At least, that was my experience (I'm having exam 2 days before the date I wanted originally)
