You can queue yourself. Decide when you want to take the exam. It is guaranteed that there will be available dates one month before. It will leave you plenty of time to arrange for travel and hotel. Visa could be a problem in that scenario, in a case you need one.

Sounds Cisco is very unmanaged about the booking and cancellation. Why don't
they queue the person (like they do in switches) for perticular lab
locationand set an alert via email to inform the first packet in the queue
to take the cancelled sheet?

It would be handy though!
