Policers determine whether each packet traverse the router conforms or exceeds the tokens and take the action specified.

The action you can take as follows:

  drop
  set-clp-transmit
  set-discard-class-transmit
  set-dscp-transmit
  set-frde-transmit
  set-mpls-exp-imposition-transmit
  set-mpls-exp-topmost-transmit
  set-prec-transmit
  set-qos-transmit
  transmit

Now shapers meter the transmission rate of packets through a network, it is different from policers in that they delay packets that exceed the CIR. this delay can smoothes out bursts in traffic flows and make you able to conform to such SLA.
 

If I am not mistaken , shaping would be preferred for slow links such as 2Mbps or slower, this is because if you police on slow link and the traffic get drop the TCP will re-transmit the packet again (assuming TCP session).
