OT: websites using CS1 DSCP marking

I have been looking at implementing a scavenger class for our T1 sites.
Cisco's QoS SRND recommends marking scavenger traffic as CS1. I have
noticed, however, that a few Internet websites seem to mark their HTTP
traffic as CS1.

Does this make sense to anybody? Or could it be something done at the
ISP level?
