I would definitely use option #2. It can be done with option #1, but keep in mind that
the "backup" command tracks the line protocol. If you use "backup" under the FR main
interface, it will only be down if you lose local LMI with the FR switch or if your
physical interface is down. FR subinterface will be down if end-to-end status is deleted
or inactive. In your task, you could still use "backup", but for end-to-end status, I
would put it under a GRE tunnel (with keepalive) between R4 and R5.
