Reference bandwidth for VOIP service policy is mincir value. By default,
mincir=cir/2 which is in your case 128kbs. That is the reason why you can
not reserve more than 128kbs with your configuration.

I have this error message when I apply my LLQ service policy to the
existing frame-relay map-class :

I/f Serial1/1 class VOIP requested bandwidth 200 (kbps) Available only
128 (kbps)

In my point of viewm the existing BW is 256k????

Actually I don t have the exact configuration right now, but it looks
like:

Map-class frame-re SHAPE
   frame-re cir 256000
   frame-relay bc 1500
   service-poli VOIP out
   exit

Class-map VOIP
   match proto rtp audio
   exit
Policy-map VOIP
   class VOIP
      priority 200
      exit
   exit

Interface s1/0
  encap fram
  class SHAPE
