When synchronization is on, all the learned prefixes from EBGP peer should be learned via IGP to be considered best, try it by yourself, turn on the synchronization and wait for the > to disappear in front of the prefix but make sure that this prefix is not learned via IGP .

The other issue beyond synchronization in the context of the prefix to be considered best, the next bgp hop should be in the IGP table, now irrespective of turning the synchronization off or on, the prefix will not be considered best if this condition is not fulfilled.
