It is very unlikely that the proctor is altering peoples configs. The
two proctors used to be Gert and Maurilo and are both very capable and
helpful in answering queries should you ask the question in the correct
context. The lab is designed so that when one task is completed and you
go to configure another, the results and or completion of the task can
be compounded by the config you just applied.
Troubleshooting is done as you work through the lab, going back and
checking that none of the config you have applied has affected what was
already configured. It is very easy to paste config into the incorrect
window, remove config and forget to reapply after testing and to apply
config that affects what is already configured. Proctors do not alter
your config during lab time.
And yes I passed in Brussels.

Subject: CCIE Lab RS - Don't go to BRUSSELS
Hi GS,
I am supposed to make my 3rd attempt in Brussels end of August. Hearing
that the proctor is failing deliberately (playing with running config),
I have just cancelled my booking and booked in RTP.
I don't want to take any risk.
Thanks,
Joh
