Yeah Bill - I agree that it sounds like this candidate might be losing
points on "features" as opposed to core switching tasks (trunks, VLANs,
VTP, etc.)
At the end of this e-mail I have attached my expanded blueprint section
for switching topics. Here are some other points I would consider:
1) You are scoring well in switching each time. BE CONFIDENT THERE. Do
not lose your overall confidence just because you have been missing some
point there.
2) I found anything to do with switching fairly easy in the lab each
time, so I tended to make some sloppy mistakes as I was going faster in
this section than in any other.
3) Do not get hung up on some crazy "2 pointer" in this section if it
does not impact overall connectivity or other sections. I remember in my
second attempt, I did not want to hold off on a 2 pointer early because
I felt like if I had to skip a couple of points that early in the lab it
would be like admitting defeat. Silly.
4) Switches are your friend - be nice to them :-)

I'm on my 3rd attempt as well make sure you study Multiple
Spanning-Tree,
RSPAN (3550 and 3560) and all Port Security and BPDU options.
