I used to work for a partner, and then got hired on by Cisco. So, yes,
it does happen. However, there was quite a bit of drama as it came down
the pipe.

So, as others have said, Cisco tries not to hire from partners, however
that doesn't mean it never happens.

On my experience Cisco will prefer not to hire talent from partnerts and
all depends on the agreement between the partner and Cisco, and in fact
is in my experience is more common to hire engineers from competitors
than from partners.
