CIR = Commited information rate in bits per second, which defines the rate
of a VC according to the business contract.

A shaper may or may not be set to the CIR. You may exceed the commited burst
(Bc) during quiet periods by sending Be extra bits (excess burst).

CAR is policing and uses the rate-limit command. Allows or discards certain
types of traffic. You can also mark ip precedence of traffic with CAR.
