Well there are a couple of ways.

1. no frame-relay inverse-arp under the interface or
subinterface - would stop them in their tracks - may
require a reboot to get rid of existing maps.

2. clear frame inverse-arp - is a commonly discussed
method but does not seem to be 100% effective.

3. Some recommed to change the encapsulation type and
then change it back.

Personally, I like option number 1
