Just read the task and they want you to convert the following addresses
to IPv6

150.1.3.3
150.1.4.4
150.1.5.5
150.1.6.6

and they are giving you the network 2002:ZZZ:ZZZ::Y/64 where ZZZZ:ZZZZ
must be replaced with the IPv4 address.

You are correct, you must convert from decimal to hex.

First Octet 150 = Hex 96
Second Octet 1 = Hex 01
Third Octet 3 = Hex 03
Fourth Octet 3 = Hex 03

Therefore for loopback address on R3 the IPv6 address is
2002:9601:0303::3/64
