You are right, it is available every tc, so long as you have the credits.

Remember, there is no such thing as "T1" except in conversations about what
happens over multiple intervals. There is only T after T after T after T.....
indefinitely.

  I think the question remains, When does BE become available. Is BE provided
every Tc or is BE made available only once per second. The simple arithmetic
makes me believe it is available every Tc.

    The Be bucket does not get filled if the line is sending at Bc rate.

    The Be bucket only accumulates credits in a Tc where the line is sending
at less then Bc.

    So if Bc is 24000, but in that interval you only send 8000 bits, then you
will have 16000 + 24000 credits in the next interval.
