Do you have any max consumption configurations set on the port or
globally?

Try using some debug ilpower (events|controller|port|police|etc)
commands.

What version are you running on your 3560? 12.2(37)?

When I connect cisco phone to 3560 POE switch it give me this messages:

not able to figure out why, your help will be appreciated.
