In reality, you can specify a very large Be (like, two or three seconds
times the access-rate).

The router will then transmit Be+Bc at access-rate until its all gone.
During that two or three seconds, you are still accumulating Bc credit every
Tc interval.

For the exam, I imagine Cisco is looking for you to buy into their
documentation which seems to suggest that Be can never be larger then:

AR/Tc - Bc

Thus only allowing you to burst to line rate for a single Tc.
