support documents say PVST can hold (only) all roots

but I just can't do it unless PVST side only
runs STP for vlan 1 and disables stp for vlans 2-4094

all switches are 3550 12.2(25)SEE2

services provider unwilling to use MST , and insists
in holding roots of common vlans
