Difference between CBWFQ and CQ

Sorry for asking a basic question like this. I have finished reading
Congestion Management Overview. Can someone point out the difference
between CBWFQ and CQ? Is it in the way it queue and dequeue packets? CQ
empties a queue based on defined bytes count, whereas CBWFQ empties a queue
based on Bandwidth?

What should I look in QoS questions to tell which one to use?
