Himm,
6 and 7 are used by network control protocols thus Important Traffic.
They are assigned to 100% treshold since we don't want to drop them before
the actual queue is actually full.
However let's say 3-4 market traffic might be less important than routing
traffic so we can give those 50% threshold and start dropping those before
6-7 when the queue starts to fill up.
I couldn't get your point regarding delay tolerance
