I ran into something similar recently and it was because of JAVA
   
  i suggest you uninstall the ACS , put the machine to get latest patches then install the recent java client and reinstall ..it should go

I've installed a 90 day trial version of the Cisco ACS on a Win2003 Server
and I can't get it to work.

On the Win2003 Server, I launch the http://127.0.0.1:2002 and the display is
blank.

Of course I can't login from a workstation not having user name and password
setup.

Is this because I need JAVA????
