If this installed on Windows 2003, do you have the default IE security
policies in place? That could be causing the problem.

Well, after beating my head on this, I'm posting for any suggestions ...
I've installed a 90 day trial version of the Cisco ACS on a Win2003
Server
and I can't get it to work.
On the Win2003 Server, I launch the http://127.0.0.1:2002 and the
display is
blank.
Of course I can't login from a workstation not having user name and
password
setup.
Is this because I need JAVA????
