ip prefix-list NETBB1 seq 5 permit 190.0.0.0/8 le 32

This means permit any prefix with the first octet of 190 and with any mask.

If you just wanted to permit 190.0.x.x, then you would need...

ip prefix-list NETBB1 seq 5 permit 190.0.0.0/16 le 32

Make sense? This post really helped me understand prefix-lists.
