While proxy arp is enabled, the router responds to ARP requests
intended for another host (not in local subnet) and accepts the
responsibilty for routing the packets to the real destination.
With local proxy arp, the router responds to all ARP requests within
the subnet and forwards traffic between hosts in the same subnet.
