I think you are talking about single rate two buckets.

With two rate two buckets, two rates come into two buckets independantly. So
you can always use be credit in be bucket.

When you use single rate, you can use maximum one bucket in a Tc interval.
If you don't use it is the same amount on the next Tc interval.

If you have 2 buckets, you move unused amount in one Tc to the second
bucket. And on the next Tc amount is the some of both, so you'll have an
additional burst capability.

Am I right everyone ?
