RIP will generate a default route with the "default-information originate"
command even if it has non in its routing table.

The route-map can be used for conditional advertisement of the default
route, the route-map references an access-list, and the access-list can
reference a route that exists in its routing table.

The combination of route-map and the default-information originate tells the
router to inject a default route if the condition of the route-map is true,
which means that if the network that the access-list is referencing is
actually up and its in the routing table, then the router will originate a
default route.
