Pursuing CCIE in my opinion is a personal choice, unless specifically asked
for by your employer, which in that case I would hope the employer would
pick up the tab for the exam and associated expenses. You dont necessarily
have to spend your personal money on CCIE that you could possibly spend on
something else.

Maybe benefiting from this 3 free attempts perk is a good incentive to apply
for a job at Cisco :)
