I've read your question again, and you said "If I want to direct all
broadcast traffic recieved on the 10.1.1.1 interface and redirect it to a
server on the other interface (20.1.1.2)".
This looks like a job for "ip helper-address x.x.x.x", although it won't
forward all broadcast traffic.
