See what I mean (the Access - Distribution - Core) is a general concept that
can apply to inter-company configurations

So Then, the Access Layer for the ISP would be the Edge LSR router (PE)

Dear Victor,

your solution applies within an organization (core,distribution,access) ,
running QOS to pass voice traffic within company works and help to solve a
lot of issues , but my question is if we cannot implement end to end QOS due
to lack of support of ISP (ISP not offering GOLD ,SILVER,... services)
then what is the point to run QOS for incoming traffic from outside world?

Since ISP not aware of our types of traffic ,treat it as normal data if
encounter congestion at link on its edge router to our company.
