Sounds like two separate questions here - syslog versus SNMP.

On the syslog part - you can use a Windows box and one of the various
freeware syslog server apps. I use:
http://www.kiwisyslog.com/index.php

For SNMP messages - I use CiscoWorks LMS. This is obviously not
freeware, so I will look to others for help on this one....

Also, Cisco's UNIX syslog format is compatible with 4.3 BSD UNIX using
UPD
port 514 , I am sure that you can set a syslog server in NT as well....
