The question mark gives the following answer on shape average ?

to be

The minimum Target Bit Rate is 8000 bits:

It appears that Sustainbit and Excess bitrate is fixed to 8000 bit/s if
you don't use any subcommands with the command shape average [target
bitrate]
If you specify bc + be things are a little different:

R1(config-pmap-c)#do sh policy-map int fastEthernet 0/0 output
FastEthernet0/0

I checked but it doesnt apply to anything between 250k and 320k.
any idea why?
