If the shaping rate less than 320 K Bc=Be=8000 bps and Tc= Bc/ shaping
rate ( Tc= 8000/16000 = .5)
If the shaping rate greater than 320 K Tc= 25 ms Bc=Be= Tc*shaping rate
general formula [ Tc=Bc/CIR ]
