I can only find that three-level hierarchies are supported with
policing:

Duane is configuring shaping, that's why I mentioned the two-level
hierarchy feature.

Yup, that's what I've found. If I put shaping in the aggregate policy
for each BU and apply the aggregate as a policy then it is accepted. If
I do the same, but apply the Global-Egress policy it tells me "GTS : Can

be enabled only at the first level".

If I apply the aggregate policy it seems to be fine, however that isn't
in line with the cisco documentation on three-level hierarchy policy.

Looking at your configuration you'll need more shaping configuration in
your deeper nested policy-maps. The Global-Egress policy-map is
configured with shaping, but the aggregate policy-map isn't.

I've got no router to test it on to see If this is your problem.
