DSCP queue mapping overrides COS. Here's a quote from Cisco's
enterprise qos solution reference network design guide on page 110
(section about 2970/3560/3750 qos):

While DSCP-to-Queue/Threshold maps override CoS-to-Queue/Threshold
maps, these mappings should be as consistent as possible to ensure
predictable behavior and simplify troubleshooting.
