Hey there Laurence,

This depends on what you are trying to achieve with the traffic shaping.

If you want the traffic to have no more than 1meg, then go for police.
If you want to give it a 1meg bite of the apple, with the possibility of
more, then go with bandwidth.

For normal day to day traffic, I tend to go with "shape average" if I
want the flow to be around 1 meg, so that it's not too harshly dealt with.
