I follow the example in COD, use the broadcast statement on the Link-Local
map, works the other way around, figure it is best to do it the "Cisco way"

http://www.cisco.com/univercd/cc/td/doc/product/software/ios123/123cgcr/ipv6_r/ipv6_04g.htm#wp1949053

interface Serial3

 encapsulation frame-relay

 ipv6 address 2001:0DB8:2222:1044::46/64

 frame-relay map ipv6 FE80::E0:F727:E400:A 17 broadcast

 frame-relay map ipv6 FE80::60:3E47:AC8:8 19 broadcast

 frame-relay map ipv6 2001:0DB8:2222:1044::72 19

 frame-relay map ipv6 2001:0DB8:2222:1044::73 17
