congestion management - definition ?

OK, I start to realize that the "congestion" part in the term "congestion
management" is about the tx-ring !!!

If you read this page,

, they are saying if there is "no congestion", there is no need to queue packets
in layer 3 queues.

Same word, different meaning - when they say "congestion avoidance", the
"congestion" is at the layer 3 queue

IPv6's QOS document really opened my eyes.
